Introduction
Dr. William R. Hernandez is a former professor of Physics at Central Texas State University (Brownwood). This work is an account of his perfection of the Direct Encephalo Ionizer, or DEI, from 2008-2010. This work was conducted under the auspices of a grant from the Defense Armed Resources Projects Administration, or DARPA.
This is his story, as told to Erik Hare.
